If the station covers a big area and it seams reasonable to specify the position and altitude of the instrument more precisely, a measurement position ("Measurement latitude", "Measurement longitude", "Measurement altitude") can be added. For most measurements this is not necessary. However "Measurement height" is an important metadata element for most measurements. Station latitude is the latitude of the point representing the station. Station longitude is the longitude of the point representing the station. Station altitude is the altitude of the ground level at the station, relative to mean sea level. Measurement latitude is the latitude of the point of measurement (instrument position). This is only needed if  the station covers a big area and it seams reasonable to specify the position of the instrument more precisely (as the point representing the station).
